Road user charging: Theory and practice
  In 1999 the DETR became concerned that there was a general shortage of research projects looking at innovatory approaches to road user charging and so it launched a programme aimed specifically at generating novel postgraduate research. Theoretical and practical barriers for the design, implementation and assessment of road user charging schemes were studied. The theoretical principles of road user charging and practical challenges to the implementation of the principle are addressed in this article. Discussion topics raised include: choosing systems; creating price structures; selecting targets for revenue spending; and the impacts of charging schemes.
